India has crippled the terror ecosystem in Jammu and Kashmir and must now move decisively to make the Union Territory completely “terror-free,” Union Home Minister Amit Shah said during a high-level security review meeting held in New Delhi on Thursday, January 8, 2026.
The meeting, chaired by Shah at the North Block, reviewed the prevailing security situation in Jammu and Kashmir, with a focus on counter-terror operations, border security, and intelligence coordination. Senior officials from the Ministry of Home Affairs, intelligence agencies, the Indian Army, paramilitary forces, and the Jammu and Kashmir administration were present.
“Terror Ecosystem Has Been Crushed”
Addressing officials at around 4:00 p.m. IST, Shah said sustained action by security forces over the past few years had dismantled the infrastructure that once enabled terrorism in the region.
“The terror ecosystem—its financing, recruitment networks, overground workers, and propaganda machinery—has been crippled,” Shah said, according to officials familiar with the proceedings. “Now the goal must be clear and uncompromising: Jammu and Kashmir should become completely terror-free.”
He credited coordinated intelligence-sharing, improved surveillance, and swift counter-terror operations for the sharp decline in terror-related incidents and civilian casualties.
Focus on Zero-Tolerance and Area Dominance
During the review, Shah directed security forces to maintain zero tolerance toward terrorism and intensify area-dominance operations, particularly in vulnerable districts of south Kashmir and border areas.
Officials briefed the Home Minister on recent encounters, infiltration attempts along the Line of Control, and measures taken to disrupt terror financing, including action against hawala networks and shell entities.
The Home Minister also emphasized the importance of preventing the revival of sleeper cells, warning that even isolated incidents could be exploited by terror groups for propaganda purposes.
Border Security and Technology Push
The meeting also reviewed progress on strengthening border management. Shah was informed about the deployment of advanced surveillance systems, including drones, sensors, and night-vision equipment, aimed at detecting infiltration attempts in real time.
At approximately 5:30 p.m., Shah asked officials to accelerate the use of technology-driven intelligence and ensure seamless coordination between the Army, the Central Armed Police Forces, and local police units.
“Technology must be used not just reactively, but proactively,” he said, stressing predictive intelligence and rapid response mechanisms.
Civil Administration and Youth Outreach
Beyond security operations, Shah underlined the role of governance and development in sustaining peace. He said the civil administration must continue outreach programs to prevent youth radicalisation and ensure that development initiatives reach the grassroots.
Officials from the J&K administration briefed the meeting on employment schemes, education initiatives, and community engagement programs designed to counter extremist narratives.
Political and Security Context
The review meeting comes amid heightened vigilance ahead of key administrative milestones and continued efforts to normalise security conditions in the Union Territory. While terror incidents have declined significantly compared to previous years, officials acknowledge that attempts at infiltration and targeted attacks have not been entirely eliminated.
Security analysts say the Home Minister’s remarks signal a shift from containment to complete eradication of terrorism in Jammu and Kashmir.
Conclusion
Amit Shah’s call to make Jammu and Kashmir “terror-free” reflects the government’s push to consolidate security gains achieved through sustained counter-terror operations. With the terror ecosystem described as crippled, the focus is now on preventing any resurgence through tight security, intelligence-led policing, and long-term governance measures. The coming months, officials say, will be crucial in determining whether the region can move decisively toward lasting peace.
