Immigration Arrests Decline Following Minneapolis Controversy
Immigration arrests carried out by U.S. federal authorities have slowed in recent weeks after President Donald Trump’s administration reduced the intensity of enforcement operations following a major controversy in Minneapolis, according to officials and reports from federal and local authorities.
The shift follows a series of incidents connected to “Operation Metro Surge,” a large-scale federal immigration enforcement campaign launched in late 2025 in the Minneapolis–Saint Paul region. The operation deployed thousands of officers from Immigration and Customs Enforcement (ICE) and other federal agencies to conduct arrests targeting undocumented immigrants and individuals suspected of immigration violations.
While the operation initially produced a sharp rise in arrests, data and local reporting indicate that enforcement activity declined after widespread backlash triggered by fatal and controversial law-enforcement encounters involving federal agents.
Minneapolis Incidents Trigger National Scrutiny

The enforcement campaign drew intense national attention after multiple shootings involving federal immigration agents in Minneapolis in January 2026, including the fatal shooting of Renée Nicole Good, a 37-year-old U.S. citizen. The Hennepin County Medical Examiner ruled the death a homicide, and the incident sparked protests and calls for investigations.
Another high-profile case involved the fatal shooting of Alex Pretti, also a U.S. citizen, during an enforcement operation in Minneapolis. Witness accounts and investigations raised questions about the circumstances of the shooting and the actions of federal agents involved.
Local officials, including Minneapolis Mayor Jacob Frey and Minnesota Governor Tim Walz, criticized the expanded federal presence and called for increased accountability and oversight of immigration enforcement operations.
The incidents triggered large-scale demonstrations in Minnesota and other U.S. cities, with protesters demanding limits on federal immigration raids and investigations into the shootings.
Enforcement Campaign Faces Legal and Political Pressure
Legal challenges and investigations also emerged following the Minneapolis incidents. In some cases, prosecutors reviewed evidence connected to enforcement actions and arrests made during the operation.
For example, federal prosecutors moved to drop charges against two individuals accused of assaulting immigration officers after new evidence contradicted earlier claims about a confrontation linked to a Minneapolis enforcement action.
At the same time, local prosecutors in Minnesota launched investigations into alleged misconduct by federal immigration agents during the operation, including accusations of excessive force and unlawful actions during enforcement activities.
The controversy created significant tension between federal immigration authorities and state and city officials, with several local leaders arguing that aggressive federal operations had destabilized communities and strained public safety resources.
Federal Government Scales Back Operation
Amid the political and legal pressure, federal officials announced that Operation Metro Surge would be scaled back, though a limited federal presence would remain in the region.
Tom Homan, the Trump administration’s border enforcement official overseeing the operation, confirmed that the large deployment of immigration officers in Minnesota would end after several months of enforcement actions that resulted in thousands of arrests.
Officials emphasized that immigration enforcement would continue nationwide but said the operation in Minnesota had reached its operational objectives.
Despite the reduction in large-scale raids, authorities stated that federal agents would still pursue individuals accused of serious crimes or immigration violations as part of broader national enforcement policies.
Ongoing Debate Over Immigration Enforcement
The developments in Minneapolis have intensified the broader national debate over immigration enforcement tactics in the United States.
Supporters of the federal crackdown argue that strict enforcement is necessary to uphold immigration law and address criminal activity linked to undocumented migration. Critics, including civil-rights groups and local officials, contend that large-scale operations and aggressive tactics can lead to civil-rights violations and unnecessary risks to communities.
As investigations and legal reviews related to the Minneapolis incidents continue, immigration enforcement policy remains a central issue in U.S. politics, particularly as the country approaches the 2026 midterm election cycle.
Officials have not announced whether similar large-scale immigration enforcement campaigns will be launched in other cities in the coming months.
