India’s External Affairs Minister S. Jaishankar on Monday held talks in Paris with Fatih Birol, the head of the International Energy Agency, focusing on global oil market stability, energy security, and the expanding role of nuclear power in the clean energy transition.
The meeting took place during Jaishankar’s official visit to Paris, against the backdrop of volatile energy markets, geopolitical tensions affecting supply chains, and intensifying global debate over balancing affordability with decarbonisation.
Focus on Oil Market Volatility
According to officials familiar with the discussions, Jaishankar and Birol exchanged views on current trends in global oil markets, including supply disruptions, price volatility, and the impact of geopolitical conflicts on energy-importing countries.
India, the world’s third-largest oil consumer, has repeatedly highlighted the disproportionate impact of price spikes on developing economies. Jaishankar reiterated New Delhi’s position that energy transitions must be orderly and realistic, ensuring that sudden shifts do not undermine economic growth or energy access.
The IEA, which has increasingly broadened its engagement with major emerging economies, acknowledged India’s growing influence in shaping global energy demand and market dynamics.
Nuclear Power in the Energy Transition
A key part of the conversation focused on nuclear energy as a stable, low-carbon power source. Jaishankar underlined India’s plans to expand its civil nuclear programme to meet rising electricity demand while reducing dependence on fossil fuels.
Officials said discussions covered technology cooperation, safety standards, and the role nuclear power could play in complementing renewables such as solar and wind, particularly in ensuring base-load capacity.
Birol has previously described nuclear energy as an important pillar in achieving net-zero targets, especially for countries with rapidly growing energy needs.
India–IEA Engagement Deepens
India became an associate member of the IEA in 2017 and has since strengthened cooperation with the Paris-based body on energy data, policy planning, and strategic petroleum reserves. Monday’s meeting reflected that deepening engagement, with both sides emphasising dialogue between energy producers, consumers, and multilateral institutions.
“The global energy conversation cannot be one-size-fits-all,” a senior official said. “India’s priorities of affordability, availability, and sustainability must be addressed together.”
Broader Diplomatic Context
Jaishankar’s Paris visit is part of a wider diplomatic outreach focusing on energy security, climate cooperation, and strategic autonomy. France remains a key partner for India in civil nuclear cooperation, defence, and climate initiatives, adding further significance to the discussions at the IEA headquarters.
As global energy systems face a period of transition and uncertainty, the talks underscored India’s push for pragmatic solutions that balance climate goals with developmental realities.
