A preliminary autopsy has ruled that a Cuban man who died in U.S. Immigration and Customs Enforcement custody in El Paso was killed by asphyxia after being restrained by detention staff, according to medical examiner findings that conflict with the official account offered by immigration authorities.
The deceased was identified as **Geraldo Lunas Campos, a 55-year-old Cuban immigrant held at U.S. Immigration and Customs Enforcement’s Camp East Montana detention facility on the grounds of Fort Bliss. The El Paso County Medical Examiner’s Office determined the cause of death to be asphyxia due to neck and torso compression and classified the manner of death as homicide.
Conflicting Accounts of Death Circumstances
Campos died on January 3, 2026, while in solitary confinement at the sprawling tent facility that has drawn scrutiny for conditions amid a surge in immigration detentions. ICE initially reported that Campos died after experiencing “medical distress” and later said he had attempted suicide, asserting that staff tried to intervene to save him.
The autopsy report, however, found multiple signs of physical restraint and struggle, including neck hemorrhages and abrasions on Campos’s chest and knees, consistent with force applied during restraint. Witness accounts from another detainee allege that at least five guards pinned Campos to the ground and a staff member applied pressure to his neck until he became unresponsive.
Officials for the El Paso County Medical Examiner’s Office confirmed the autopsy but declined further comment. The final report and toxicology results, which could add clarity to the circumstances, have not yet been publicly released.
Background: Camp East Montana and Detainee Deaths
Camp East Montana, located within Fort Bliss, is one of the largest immigration detention complexes in the United States. Built rapidly and operated under contract by a private firm, the site has been controversial, with rights groups raising concerns over conditions and oversight.
Campos’s death was one of several at the facility and in ICE custody in early 2026 — part of a broader pattern in which detainee fatalities reached levels not seen in years, prompting renewed calls for increased transparency and accountability in immigration detention operations.
Government and Advocacy Responses
The Department of Homeland Security, under which ICE operates, continues to describe the incident as under investigation and reiterated its claim that Campos was attempting to harm himself, contending that he “violently resisted” staff efforts to intervene. DHS spokespersons have maintained that the agency’s priority is ensuring the safety and security of all individuals in custody.
Advocacy groups and immigrant rights organizations, however, have seized on the homicide classification to call for outside review and potential reform of detention practices. Legal observers note that the divergence between official accounts and medical findings raises questions about the treatment of detainees, particularly in high-security or isolation units.
Family members of Campos are pursuing avenues for accountability, including legal action and demands for independent investigations. They argue that the autopsy findings underscore systemic problems in detention settings and have sought the return of Campos’s body for burial.
Broader Implications
The lethal encounter at Camp East Montana adds to ongoing debates over immigration enforcement policies, detention conditions, and the oversight of privately operated facilities under federal contracts. Human rights advocates argue that transparent reporting and external monitoring are essential to preventing further deaths and protecting detainee welfare.
With official narratives and forensic findings diverging sharply, the case is likely to draw further scrutiny from lawmakers, civil liberties organizations, and public health advocates concerned about conditions within the U.S. detention system.
