Former Director of National Intelligence Avril Haines has been selected as the next president of the Carnegie Endowment for International Peace, one of the United States’ most influential foreign policy think tanks.
The organization announced that Haines will assume leadership later this year, succeeding Mariano-Florentino “Tino” Cuéllar. The appointment places one of the most senior former national security officials in Washington at the head of a global institution focused on diplomacy, international affairs, and geopolitical strategy.
Avril Haines previously served as Director of National Intelligence under former President Joe Biden and became the first woman to hold the position in US history.
Carnegie Endowment Announces Leadership Transition
The Carnegie Endowment for International Peace said Haines was selected following an international search process.
Founded in 1910, the Carnegie Endowment operates research centers across Washington, Brussels, Beijing, New Delhi, Singapore, and other global capitals. The institution is widely regarded as one of the leading voices in international policy analysis and diplomatic research.
In a statement announcing the appointment, board members praised Haines’ experience in intelligence, diplomacy, cyber policy, and global security strategy.
Haines said she was honored to lead the organization during what she described as a period of major geopolitical transformation and international instability.
Extensive National Security Background
Before serving as Director of National Intelligence, Haines held several senior national security roles across Democratic administrations.
She served as Deputy Director of the CIA during the Obama administration and later became Deputy National Security Advisor at the White House. Her career has included involvement in counterterrorism policy, cybersecurity strategy, intelligence reform, and international crisis coordination.
As DNI from 2021 to 2025, Haines oversaw the broader US intelligence community during periods marked by heightened tensions involving China, Russia, cyber threats, and conflicts in Eastern Europe and the Middle East.
Analysts say her appointment reflects the increasing intersection between government intelligence leadership and global policy research institutions.
Think Tank Faces Growing Global Challenges
The Carnegie Endowment has expanded significantly in recent years as geopolitical competition between major powers intensified and demand for international policy analysis increased.
Foreign policy experts noted that Haines’ operational experience inside the US intelligence system could strengthen the organization’s influence on debates involving artificial intelligence, cyber warfare, military strategy, and global democratic stability.
The organization has historically maintained relationships with policymakers from both major US political parties while positioning itself as an independent research institution.
No official start date for Haines’ leadership transition has yet been publicly announced.
