New Delhi, India — February 19, 2026: Prime Minister Narendra Modi on Thursday unveiled what he called the “MANAV” vision for artificial intelligence at the India AI Impact Summit 2026, urging global leaders to ensure the democratisation of AI and warning against the concentration of advanced technology in the hands of a few corporations or nations.

Addressing delegates at Bharat Mandapam, Modi described MANAV — an acronym he said represents “Machine Assistance for Nurturing Aspirational Vision” — as India’s framework for human-centric AI development rooted in inclusivity, transparency, and accessibility.

The summit, hosted by the Ministry of Electronics and Information Technology, brought together global technology executives, policymakers, and researchers for discussions on artificial intelligence governance and innovation.

‘AI Must Be Inclusive, Not Exclusive’

In his keynote address delivered at approximately 11:30 a.m. IST on February 19, Modi said artificial intelligence should not become “a tool for widening inequality” but rather a force for social transformation.

“AI must be inclusive, not exclusive,” he said, calling for global frameworks that ensure equitable access to AI technologies for developing nations.

Modi emphasized India’s digital public infrastructure — including Aadhaar and the Unified Payments Interface (UPI) — as examples of scalable innovation designed for mass inclusion. He argued that similar principles should guide the development and deployment of advanced AI systems.

The MANAV Framework Explained

According to government briefing materials released after the speech, the MANAV vision rests on five pillars:

  1. Human oversight and accountability in AI systems

  2. Universal digital access and skill development

  3. Ethical standards and transparent algorithms

  4. Collaboration between governments and private sector

  5. Safeguards against misuse and bias

The Prime Minister stated that India aims to develop AI applications that serve agriculture, healthcare, education, and climate resilience — sectors he described as critical to emerging economies.

He also proposed greater cooperation between Global South nations to prevent technological dependency and to promote open standards.

Global Reactions and Policy Context

International delegates at the summit, including executives from leading AI firms and representatives from European and Asian governments, welcomed India’s emphasis on inclusive development, though several analysts noted that operational details of the MANAV framework remain to be clarified.

The call for democratisation of AI comes amid global debates about regulation, intellectual property, and national security concerns surrounding advanced AI models.

India has been positioning itself as a major AI development hub, with the government previously announcing funding allocations for national AI research missions and startup incentives.

As of February 20, 2026, no binding international agreements were announced at the summit, but officials indicated that follow-up working groups would be formed to refine governance principles.
